FY24 Research and Public Service Project/Instruction and General Study

The purpose of the Request for Proposal (RFP) is to solicit sealed proposals to:

1. Review, report, assess and recommend changes/processes/rules to streamline the Research and Public Service Project (RPSP) process and to eliminate/reduce Instruction and General related funding through the RPSP/non-I&G process.

2. A. Study and assess Instruction and General (I&G) costs and the funding base of the New Mexico public higher education Institutions included in the Performance Based Funding Formula (NMPBFF) and to determine the existence of base funding inequities and make recommendations to resolve such inequities.

B. Conduct a national review of performance-based funding formulas and sustainable funding model best practices to compare and provide recommendations to enhance NMPBFF.
